a. A proposal for amendment to the constitution may be made to the General Assembly by the Executive Committee.
b. An Ordinary Member may request the Executive Committee to make such a proposal to the General Assembly.
c. To be approved, any amendment to the constitution shall be supported by a qualified majority decision of the General Assembly.
